    As per the discussion in the Interop RTF meeting in Mesa, it was decided to
    split up 2457 into two parts as follows:

    Part 1: What should an ORB do when it does not find any profile in an IOR that
    it is able to use? This should usually not happen in a CORBA interoperability
    compliant ORB, but the possibility should be covered in the spec anyway.
