CORBA24 — IDL constant declarations

Summary: the spec makes no statement as to the legality of the following constant
definitions:

const long C1 = 3.14;
const short C2 = 1.0;
const unsigned long C3 = -1;
const char C4 = 10;
const char C5 = 500;
const long C6 = 999999;
const short C7 = C6;
const octet C8 = 1000;
const short C9 = C5;
const short C10 = 100 * 100 * 100;

I"m sure that there are lots of others I haven"t thought of, but you get
the idea...

There are certainly lots of holes in the spec, with respect to both the
legal types of the RHS and rules for overflow/underflow and mixed-type
arithmetic. Looks like this will require a major cleanup...
