CORBA24 — Changebars missing from POA chapter

Summary: Many changes between CORBA 2.2 and CORBA 2.3 are not changebarred. Some
examples from the POA chapter (docs/formal/99-07-15.pdf):

• Page 11-20: added PortableServer::POAManager::get_state() method.
• Page 11-28: change in the TRANSIENT lifespan policy"s semantics
  (from "cannot outlive the process" to "cannot outlive the POA instance")
• Page 11-35: change in PortableServer::POA::set_servant_manager()
  semantics wrt multiple invocations

I wonder which other tidbits I"ve overlooked so far. Is there a complete
list of changes (such as a CVS log) anywhere?
