Summary:
1. The phrase "the only recursion permitted for constructed types with the exception of value types" is confusing: a) valuetypes are not constructed types b) the definition of a valuetype may indeed be recursive, but then so can interfaces - why are these not mentioned? Are you trying to say something specific with regard to valuetypes?
2. The cross reference in the first example should be 3.10.7 not 3.10.3.
3. Why does the second paragraph on page 3-38 insist that a forward declared definition must follow "in the same source file"? While this is sensible I do not see the point in enforcing it (there is a separate rule about repository IDs which has a bearing). I couldn't find a statement requiring completion of forward interface and valuetype declarations to compare with - I have always assumed these must be satisfied too.
