CORBA24 — There is inconsistency in the POA.IDL and description in section 11.3.8.19

There is inconsistency in the POA.IDL and description in section 11.3.8.19
in formal/99-10-07.pdf.

According to poa.idl the signature for create_reference_with_id is:

Object create_reference_with_id ( in ObjectId oid,
in CORBA::RepositoryId intf )
raises (WrongPolicy);

whereas, section 11.3.8.19 completely omits this exception in the
signature and does not even describe under what condition it is raised.

The POA IDL should be fixed by removing the raises(WrongPolicy) clause
