    Summary: The syntax for stringified IORs in section 13.6.6 shows: =
    "IOR:" The problem is that URL scheme names are supposed to be case
    insensitive. So, "Ior:"
    or "ioR:" should be allowed to. I would suggest to add a footnote to
    state that case for the scheme name is ignored.
