BPMN21 — Left over restrictions on use of Start and End Events

    Issue 14783 relaxed the restrictions on the use of Start and End Events. But there are two statements in the spec that are left over.
    On page 248:
    "If there is an End Event, then there MUST be at least one Start Event."
    This should be removed

    On page 256:
    "If there is a Start Event, then there MUST be at least one End Event."
    This should be removed
