XUSP11 — Update XPath reference to 3.1

    Section 6.1 notes that the XUSP tailoring rules are written in XPath 2.0. However, XPath 3.1 has been the current version since 2017. Recommend updating the reference to the current version of XPath. (I don't actually think any rules would change as a result of this)
