Summary:
"All measurements on board the spacecraft are transmitted to the ground system in a telemetry stream" should be modified to "Measurements collected on board the spacecraft may be transmitted to the ground system in a telemetry stream". "Telemetry as used here refers to these measurements whether on-board the spacecraft or transmitted to the ground system." should be modified to "Telemetry as used here refers to those measurements that are transmitted from the spacecraft directly or through ground equipment".
