It ignores the flight software developer as a principle user of a command and telemetry database.

"Ignores the flight software developer" is a non specific, non-constructive comment. Please recommend specific changes or enhancements.
This is only true for certain types of missions. The scope of XTCE is clear: telemetry and
commanding, alarms and calibrator for them, services, some (minimal) stream info and alrgorthm with a
heavy bent towards mission ops. Flight software needs were not really formally discussed and viewed
pretty much as out of scope.
Future work in this area would be welcome.
