    DESCRIPTION OF REQUESTED CHANGE
    Modify "Interlocks are scoped to a SpaceSystem basis" to "Multiple types of interlocks can be specified, each specific to a distinct SpaceSystem state".
    RID RESPONSE:
    Related to RID-068. Proposed wording would change the meaning of interlock scope. Currently,
    XTCE Interlocks, (or Constraints, or Verifiers) do not have Context (state) differentiation.
