    Modify text to specify that parameter can be member of multiple ParameterSets.
    RID RESPONSE:
    Ref'ing in XTCE is liberal. That is MetaCommand in another MetaCommandSet can be Ref'd into
    another. If not this needs to be explicitly captured in terms of "Ref Scoping". The Description does
    not match the supporting analysis. There already is a MetaCommandRef in MetaCommand in MetaCommandSet.
