DESCRIPTION OF REQUESTED CHANGE
As a valid range set has been introduced instead of one unique range, it is now needed to have a validity condition that tells if the current range is applicable or not.
RID RESPONSE:
Conceivably, valid range could change with context, however, this seems obscure enough that the RTF
should consider whether the additional schema complexity is worth the cost. Recommend Deferral.
