    Ref rules should be spelled out then! Ex. Is it legal to ref a container in the command area with one defined in telemetry? Is it legal to ref a metacommand/commandcontainer in another metacommand/commandcontainer? Is the RULE really that you add "just enough" path information to fix up name collisions in your document? OR are we forcing everyone to build all the refs with paths? What about relative paths? We should be clear as a bell on all
