XTCE11 — Clarification is needed on Ref names "local" to a spaceSystem

    Clarification is need on Ref names "local" to a spaceSystem and in one area (telemetry/command) vs when crossing "bounderies". For example, is a simple name sufficient in ParameterEntryRef in the TelemetryMetaData/ContainerSet when refering to a parameter in same TelemetryMetaData/ParameterSet area? How 'bout when crossing from the command area to the telemetry area? Certainly when crossing over to another spaceSystem... ?
