XTCE11 — XTCE Command "Permissions" model may not be generic enough

    XTCE seems to mostly view command issuance from an uplink side, however MER and JWST seems to include mission phase, flight rules, ground rules and command restrictions together before a command may sent. In addition there is the concept of forbidden commands in MER which means they may never be sent. JWST has a similiar concept although in each case these forbidden commands may actual be sent somehow. XTCE may need expansion in this area.
