XTCE11 — JWST, non-CCSDS header commands, routing info

JWST supports non-CCSDS header commanding similiar to JPL hardware commands in that they are (often) sent between processes or sub-systems onboard (precisely how this works is vague). XTCE should be able to support non-header command construction easily as it doesn't know anything about headers per se, but this needs to be verified. However capturing the ROUTING information for the command is not so clear. In the case of JPL, information is captured as to which software module should process the command (task i believe, although it may be function itself – kr).
