    no tracking mechanism per PARAMETER for changes (no change log) (MER + JWST)

    JWST uses CVS to check-in individual parameter description files, one per telemetry point. MER uses a change-log mechanism built into the Schema itself, although it does not capture the exact delta between changes. XTCE doesn't preclude the use of the former but doesnt support the latter either.
