Summary:
State lists are not limited to no triggers
See Figure 14-13 and Figure 14-14.They are limited to no effects, though I don't see why
Also this does not cover Figure 14-13, which has the transition F going back to the original state. This can't be modeled as transition to a junction pseudostate. Either transition F is not legal for a state list, or this paragraph is overly restrictive.
