Summary:
The phrase “maximal set” increases the confusion here. It appears to possibly mean that the possible sets of transitions are evaluated and the maximal set is chosen. The algorithm that is describing indicates a local decision making approach that just chooses the next transition.
The whole concept of the “set” seems misleading in the light of immediate decisions. -
