Summary:
It appears that as Exceptions are not streaming, they must be part of a output ParameterSet. Practically, they may be part of all of the output ParameterSets.

That’s right. The same exception parameter can be in multiple parameter sets, or in its own parameter set.
This could be construed as asking for the “input” constraint on ParameterSet to allow exception parameters to be
non-streaming when outside parameter sets. It’s clearer to require the exception parameter to have its own parameter
set, to emphasize the exclusion from others, even though it is technically redundant.
