UML25 — Location: 9.5.3 p 121 Why not all empty

    I’m not sure there is a problem, and because the spec intentionally leaves this implementation-independent,
    it seems an unnecessary restriction - maybe there is some technology for which one instance might validly
    have an empty ID.
