The query isCompatibleWith() determines if the self ParameterableElement is compatible with the specified ParameterableElement. A ValueSpecification extends the default that the ParameterableElement P is compatible with ParameterableElement Q if the kind of P is the same or a subtype as the kind of Q. Additionally, the type of self must be conformant with the type of the specified ParameterableElement (which must have a type, as it must be a kind of ValueSpecification).
