Is there some way of saying this clearly?
Outside the nearest enclosing Package, a NamedElement marked as having package visibility is not visible. Only NamedElements that are not owned by Packages can be marked as having package visibility

This quoted text leaves out the first sentence of the description of VisibilityKind::package, which is “A NamedElement
with package visibility is visible to all Elements within the nearest enclosing Package (given that other owning
Elements have proper visibility).” This is a positive sentence and the primary definition. Given what the semantics of
this really is, it is not apparent how to say it more clearly.
