Summary:
Why not separate this into two sections. One on packageable elements and the other on imports. They are distinct concepts and belong in distinct subclauses. Under the packageable element subclause, note that elements that are not packageable are generally owned by a type/classifier, such as behavioral and structural features.

Disposition Summary:
The only reason that PackageableElement is introduced in Subclause 7.4.3 is because it is used in ElementImport and
PackageImport. Any further discussion on the semantics of PackageableElement should appropriately be in Clause 12
on Package, not in Clause 7.
