Disposition Summary:
The owningElement property opposite Element::ownedComment is optional. But the Element::has_owner constraint
enforces the fact that all Comments (as kinds of Elements) must be owned. Having ownedElement for a Comment be
optional simply allows for the possibility of a case in which a Comment (or some subclass of Comment) may have
some specialized ownership other than the generic owningElement/ownedComment association (even though there is
currently no such case in the UML metamodel).
This also closes duplicate Issue 17779.
