    In the UAF Specification, OperationalExchangeltem and ResourceExchangeltem do not belong to a Metaclass. All UAF elements should belong to a Metaclass.

    Extensions are at the top of the inheritance hierarchy

    Both Operational Exchange Item and Resource Exchange Item have metaclass which is Element. To locate it in the spec. you need to go all up the inheritance hierarchy. In this case to Resource diagram.
