UAF11 — ProvidesCompetence should also be an abstraction.

    Provides Competence is dependency

    Provides Competence connects Competence to Actual Organizational Resource which is an instance spec. The only reason to change it to abstraction would be inheritance from SysML Allocate. However, as Actual Organizational Resource is Instance Specification the use of Allocate doesn't make sense.
