SYSML17 — Figure E.11: Make it a package diagram and update the URI's

Figure E.11 should be a package diagram rather than a class diagram.

The URI's are old. Update them to SysML 1.6:

Update figure E.11

The diagram depicts a package diagrams. Therefore, the header should be "pkg" according to UML 2.5.1, annex A.

The change of the URI's is an editorial fix. They will be updated to the appropriate URI's for SysML v1.7 as part of the specification generation process.
