SYSML14 — Deprecated Elements update for Views and U&QK

    In the Deprecated Elements Annex, remove Views and Viewpoints from the Diagram
    Elements tables added by the resolution of 18719. Add transition procedure for
    SysML 1.4 Units and QuantityKinds. In the introduction, clarify that the Annex
    contains transitions procedures for elements that are not deprecated.
