See Issue 18278 (Conjugation of full ports question) for the answer to the question
about full port conjugation.
The reason for constraint 2 is that if we have a binding connector between a full port
and a part of the owning block that is not a port, it means the full port is no longer a
separate element of the system. Fulls ports bound to proxy ports are still separate
elements of the system because proxy ports do not specify separate elements of the
system. Constraint 2 should be generalized to cover all cases. -
