SYSML11 — Stakeholder and Concern

Stakeholder and Concern should be first class elements.
This is needed for UPDM modelers, that will likely will be reusing SysML View/Viewpoint structure.

Discussion:
Now that UPDM has completed finalization, it has no specific requirements for
reuse of these SysML elements. SysML relies on informal documentation strings
to define a viewpoint, including not only stakeholder and concern but also
purpose, languages, and methods. For consistency, these supporting elements
of a viewpoint can continue to rely on the current string-based approach.
