    SysML1.3 follows the same process used for publishing the artifacts in the 2.4.1
    series of UML, MOF and XMI where references to elements defined in external
    artifacts use the full document URL of the external artifact. Moreover, there is no
    longer a separate UML4SysML artifact – all references to UML metaclasses are
    in terms of the full document URL to the UML2.4.1 metamodel.
