Summary:
Relaying instances. In Ports and Flow, FlowPort 9.3.2.5, Description, implies that type are relayed, but it is the instances of the types that are relayed: "Atomic Flow Ports relay a single usage of a Block, Value-Type, Data-Type or Signal." The term "usage" at least informally is a type-level notion, see fourth paragraph of 8.1.
