SPECTRA — Add Other and Unknown to SPECTRA enumerations where appropriate

SPECTRA enumeration literals should include Other and Unknown literals. The Other means that the nature of the element is known but is not covered by the available literals in the current enumeration. Unknown means that the the nature of the element is unknown at the time when the spectra claims were made. The compliant consumer tools shall provide reasonable handling of these choices. Unknown literal can be used in developing confidence and/or uncertainty measure for SPECTRA data, and can be very useful in the context of an iterative risk-centric DevSecOps context.
