SPECTRA — Add Other and Unknown to SPECTRA enumerations where appropriate

    SPECTRA enumerations should include literals Other and Unknown. Other means that the nature of the element that is part of the claim being made is known but is not covered by the available literals in the enumeration involved). Unknown means that the nature of the element is not known at the time when spectra claims were made. The compliant tools shall provide reasonable handling of these literals, e.g. treating them as defaults. Unknown literal can be used as the foundation for a confidence and/or uncertainty measure for spectra data, that can be useful I the context of a iterative risk-centric DevSecOps environment.
