SPECTRA — Mission package needs clarification

General – I would rather SPECTRA just rely on the Mission Engineering work OUSD is already doing rather than recreate it here. Seems some connection points to the Mission Engineering work could have been defined as opposed to creating more stereotypes for the same data. Most DoD programs now will have at least two profiles with Mission elements in them and will need to model a Mission at least twice, once to make SPECTRA work and once to meet requirements defined by OUSD Mission Engineering handbook.

Mission –
o I suggest Mission should also be linked to a human (or organization) who is the stakeholder and sets parameters for acceptable risk and CIA objectives.
o Mission should have some sort of priority. Not all missions are alike and shouldn’t be treated alike.
