    Capability
    o I think the OUSD Mission Engineering scheme and handbook does a much better job describing system capability, mission, and functionality in a model than this specification. It should be adopted here instead of recreating a new version.

    NM: current alignment is with UAF, which is an available OMG specification, in particular to the Mission Profile.
