Summary: Add function to AEP
The requirements for functions grouped under {_POSIX_THREAD_SAFE_FUNCTIONS}
are listed in the SCA AEP (Appendix H), Missing from the list is the
readdir_r( ) function. readdir_r( ) is described as a member of
{_POSIX_THREAD_SAFE_FUNCTIONS} in Section 5.1.2 of ISO/IEC 995-1:1996. This
function should be added in table H-41

Rationale: All other functions in the {_POSIX_THREAD_SAFE_FUNCTIONS}group
are listed in the SCA AEP, whether required or not. In addition, readdir_r(
)'s 'non-thread safe' cousin, readdir( ), is listed as Mandatory
