    Summary: In section 8.3.1.4.3 (FileSystem)
    Add the following new requirements

    "If the destination file already exists, the copy operation shall overwrite
    the destination file."

    "The copy operation shall raise the InvalidFileName exception when the
    destination filename is identical to the source filename (i.e. attempting to
    copy on top of itself)."
    Rationale: Provide guidance for copy behavior when the target file exists.
