SDRP — PSM out of sync with Facilities, 7725, 7787, and 7789 didn't update IDL

    The IDL in Appendix needs to be updated to agree with Facilities
    definition as defined in section D.1.5 Data Link Layer Local
    Management,
    section D.1.3 Data Link Layer Connection Interface, and section B.5
    PDU
    Interfaces .

    The statement of "Verify that the data link component definitions are
    in sync with section
    B.5 PDU Interfaces changes introduced in Issue 7789." is not an issue
    at this time but a comment.
