SDRP — Property Enumeration

Problem: Currently enumeration types are defined as a TAG in a
simpleproperty. This has two levels of definition, which are enumerations
and their values and then the assigned value to be used for the property.

Solution: Add the capability of defining a SWRadio enumeration type to
allow this type to be used for configure, query, characteristic, and struct
definitions.
Remove enumeration literal from simple property definition and form a
enumeration type where the literals have assigned values. This will also
allow the type to be used by other property definitions
