SDRP — PSM Names Not Unique

Two nested elements have the same name as their CORBA module name. The IDL
Compilers that were used for verification did not catch these errors.

CommonLayer CORBA Module
ErrorControl CORBA Module contains ErrorControl interface that conflicts
with the ErrorControl CORBA module name
Measurement CORBA Module contains the Measurement type that conflicts with
the Measurement CORBA module name

Proposed Solution

Common Layer Facilities
ErrorControl Facilities
Change named of ErrorControl interface to be Error_Control interface
Measurement Facilities
Change name of Measurement to be MeasurementType.

Updated Facilities and PSM based upon name changes.
