SDRP — I/O_Algorithm description

    Section 8.3.2.6, pg 130. The IO channel includes an I/O_Algorithm class that does not seem to be defined any place else in the spec. Furthermore, the IO algorithm contains CODEC_Type and dataConversionType attributes which makes me think that it does physical layer processing. Does not seem appropriate. I propose removing the IO_algorithm class completely.
