SDRP — Add Properties CORBA PSM Definition

Problem: The spec only defines the XML PSM for the Property Types as
specified in section 8.1.2 Properties
Recommended Solution: Add the Properties CORBA PSM to the Annex I as I.1.2.
Move I.1 to I.1.1. I.1 name should be Properties PSMs. Update Section 10
PSM item 3 to include CORBA PSM that should probably follow the same
transformation rules as stated for the Properties XML. Recommended
placement of Properties CORBA PSM within the SWRadio CORBA module as
another module.
Rationale: Allows solutions based upon the CORBA encoding scheme instead of
XML.
