SDRP — Facilities Parameter Modes and Type definitions

PIM and PSM Software Radio Components Spec Issue

Issue: Section 9.3.1.1 Local Link Management Package, Parameter modes are
missing for operation parameters. The Types definition are missing. Only
their descriptions are given. This issue is broader than this section.
These issues occur in other sections in section 9.

Recommendation: Is to add "in, out, in out, and return parameter modes."
For types define all of them. For Example,

ConnectionIDType (
sourceAddress: AddressType,
destinationAddress: AddressType,
priority: integer,
sapAddress: SAPAddressType,
linkService: LinkServiceType)

Rationale: To be consistent throughout the specification and to be able to
generate a PSM.
