    SWRADIO RTF Issue - DeviceManager Created Components Should Not Be Constrained to be Resource Components The DeviceManager should have ApplicationFactory's flexibility in
    creating components, such that the components it creates would not have
    to have the full capability of being initializable, configurable, etc..
    That is, DeviceManager created components should not have to be full
    blown Resource Components.

    Rationale:
    Flexibility in the type of components created by a DeviceManager.
