Section 8.1.6.1.2 ExecutableDevice, Semantics
Remove the requirement of returning a minus one when the process or thread
is not created since the following requirement raises an exception.
"The execute operation shall raise the ExecuteFail exception when the
operating system “execute” function for the device is not successful."

From
"The execute operation returns a unique processID for the process or thread
that it created, or a processID of minus 1 (-1) when a process/thread is
not created."

To
"The execute operation returns a unique processID for the process or thread
that it created."
