(registerDeviceManager), concepts
The registerDeviceManager operation shall establish any connections
specified in the connections element of the deviceMgr's Device Configuration
Descriptor (DCD) file that are possible with the current set of registered
devices and services --others are left unconnected pending future service
registrations. The registerDeviceManager operation shall establish any
pending connections from previously registered DeviceManagers if any of the
newly registered Services complete these connections.

(unregisterDeviceManager) concepts
The unregisterDeviceManager operation shall disconnect the established
connections (including those made to the CORBA Event Service event channels)
involving the unregistering DeviceManager. Any such broken connections to
components remaining from other DeviceManager's DCD files shall be
considered as "pending" future connections.

(unregisterService) concepts
The unregisterService operation shall disconnect any connections to the
named Service. Such connections to the remaining components shall then be
considered as "pending" future connection.

Rationale: Clarification of existing text, more complete specification of
services, and not precluding device to device connections.
