SDRP — DomainManager::uninstallApplication should not require removal of files

    In section 8.3.3.1.1.2 DomainInstallation remove:
    The uninstallApplication operation shall remove all files associated with
    the Application.

    (Semantics)change from:
    An installer service typically invokes these operations when adding or
    removing an ApplicationFactory (installedApplication) from the domain.
    to:
    An installer service typically invokes these operations when adding or
    removing an ApplicationFactory (installedApplication) after creating or
    prior to deleting the
    associated application files.

    Rationale: Simplifies DomainManager::uninstallApplication and makes it
    symmetrical to installApplication.
